Concrete Pool Rubble Disposal in the Southern Highlands: Recycling vs Landfill

When a concrete pool is demolished in the Southern Highlands, the shell doesn’t simply vanish, it becomes several tonnes of broken concrete, steel rebar, PVC pipe and various other materials that must be managed responsibly. Here’s what actually happens to concrete pool rubble in the Southern Highlands.

Steel rebar from the shell is separated and sent to metal recyclers. A good contractor minimises landfill waste; a poor one skips the separation steps. The Concrete Recycling Pathway

Concrete is one of the most recycled demolition materials in Australia. The pathway is:

Step 1, Breaking: The hydraulic breaker on the excavator smashes the shell into manageable sections. Smaller fragments (under 50-75mm) are suitable for use as recycled aggregate. Larger lumps require additional crushing.

Step 2, Separation: Steel rebar is exposed during breaking and must be separated from the concrete. This is done by the excavator bucket (which naturally separates steel from rubble as it works) and by manual cutting of rebar that remains entangled in larger pieces.

Step 3, Sorting: Broken concrete is sorted into:

  • Clean concrete (no contamination, suitable for recycling)
  • Mixed rubble (concrete with tiles, pebblecrete, or other materials, may still be recyclable but requires processing)
  • Contaminated material (concrete with asbestos, chemical residue, or hazardous material, must go to a licensed hazardous waste facility)

Step 4, On-site use or removal:

  • Smaller clean concrete fragments can be used within the pool fill-in as permitted sub-base material (this is standard practice and allowed under the compaction specification)
  • Larger pieces and material exceeding the fill-in requirement are loaded onto tipper trucks
  • Material is transported to a licensed concrete recycling facility

Step 5, Processing at recycler: At a recycling facility, concrete is crushed by a jaw crusher into specified sizes (typically 20mm, 40mm, or 65mm nominal aggregate). The result is recycled concrete aggregate (RCA), which is used as:

  • Road base under roads and driveways
  • Sub-base under slabs and hardstands
  • Fill material for embankments and earthworks
  • Drainage aggregate in some applications

For jobs in Bowral and Mittagong, contractors typically dispose of concrete at the nearest licensed facility, which is often a general construction and demolition (C&D) waste facility rather than a specialist concrete crusher. These facilities do accept and recycle concrete, but the processing chain is less direct than a dedicated crusher.

For very large jobs (demolishing a large commercial pool or a big residential concrete pool), a mobile crusher may be brought on-site, this is rare for residential pool removal but does happen for large commercial demolitions.

What Happens to the Rebar?

Steel reinforcing bar (rebar) from a concrete pool is a valuable commodity. Steel scrap prices in 2025-2026 range from $100 to $200 per tonne, meaning 1-2 tonnes of rebar from a standard pool is worth $150 to $400 as scrap. A good contractor separates rebar, bundles it, and takes it to a metal recycler. The value offsets some disposal costs.

Ask your contractor whether they handle rebar separation and recycling, those who do often pass some of the saving back in their pricing, or at least don’t charge extra for rebar removal as a separate line item.

What Goes to Landfill?

Despite the recyclability of concrete, some pool demolition waste genuinely needs to go to landfill:

  • Ceramic and glass tiles, pool tiles are not commonly recycled and generally go to landfill
  • Contaminated concrete, any concrete with asbestos contamination must go to a licensed Class 1 landfill (see asbestos in old pool removal)
  • Old chemicals and equipment, pool chemicals must be disposed of appropriately; old equipment that’s beyond repair goes to general waste
  • Mixed fines and slurry, fine concrete dust and slurry from the breaking process is sometimes mixed with site clay and may not be recyclable

A well-managed concrete pool removal in the Southern Highlands should achieve a recycling rate of 70-90% of the concrete mass. The remainder (tiles, contaminated material, fines) goes to landfill.

On-Site Use of Crushed Concrete in Backfill

NSW construction standards allow crushed concrete to be used as sub-base material within certain fill applications. For pool fill-in specifically:

  • Pieces up to approximately 75mm are generally acceptable as part of a structured fill sequence
  • Material is placed in the lower levels of the fill, not at the surface
  • A layer of engineered granular fill or road base goes above the crushed concrete
  • Topsoil is placed at the surface

This approach reduces the volume of material that must be carted away, which reduces truck movements and cost. Not all contractors use on-site crushed material as backfill, some prefer to cart everything and import clean fill. There are valid arguments for both approaches; the key is that whatever fill is used must be appropriately compacted and tested.

Frequently Asked Questions

Can I keep some of the crushed concrete rubble for use on my driveway? Sometimes, yes. If you have a gravel driveway or rural track, crushed concrete can make a reasonable surface material. Discuss this with your contractor at the quoting stage, they may be able to set aside some material before loading for disposal. This can modestly reduce disposal costs.
