Pool removal generates significant amounts of waste material, a typical concrete pool produces 10-20 tonnes of rubble, a fibreglass pool several hundred kilograms of non-recyclable composite material, and above-ground steel-frame pools produce mixed materials including steel, vinyl and plastic. Understanding how this waste is managed, and what the regulations say about disposal, helps you assess contractor quotes and ensures your project meets its legal obligations.

Crushed concrete from pool demolition is partially recyclable as sub-base or fill material, much of it can be used on-site as backfill, reducing disposal costs. Steel rebar is recyclable as scrap metal. Fibreglass is not recyclable and must go to licensed landfill. All construction and demolition waste must be disposed of at licensed facilities under NSW EPA regulations. Ask your contractor for disposal dockets as proof, they’re part of your compliance documentation.
Concrete Pool Waste
Concrete is the most straightforward pool waste material to manage. A concrete pool shell (including the walls, floor and any concrete surrounds) produces large quantities of crushed concrete rubble during demolition.
What Can Be Reused On-Site
Crushed concrete as sub-base. Crushed concrete fragments under 75mm are classified as recycled concrete aggregate (RCA) and can be used as sub-base material beneath driveways, hardstand areas or as part of the pool backfill itself. Using crushed concrete from the pool demolition as fill material within the pool excavation reduces the volume of material that needs to be carted away, reducing both disposal costs and the number of truck movements through the property.
The key qualification is that the concrete must be free of contaminants, lead-based paint (common on older pool surrounds), asbestos-containing materials, or chemical contamination from pool treatment systems. Larger rubble pieces. Larger concrete pieces (over 75mm) are generally not suitable for use in compacted fill but can sometimes be used as drainage aggregate, rough fill on rural sites, or in the construction of informal retaining structures. On larger rural-residential properties in Robertson, Burrawang or Bundanoon, this material can often be usefully placed on-site rather than disposed of.
What Must Be Removed
Oversized, uncompactable material must be removed if it can’t be crushed or broken down further on site. A hydraulic breaker can crush most concrete to a workable size, but there are practical limits.
Contaminated material must be separated and disposed of as a contaminated waste stream, at a licensed facility authorised to accept contaminated C&D waste.
Pool tiles, coping, ceramics and fibreglass-coated surfaces are typically removed as mixed C&D waste.
Concrete Recycling Facilities
The Southern Highlands doesn’t have dedicated concrete recycling facilities in the immediate area. Material from Bowral, Mittagong and Moss Vale is typically transported to facilities in the greater Wollongong area or via licensed C&D operators in the region. Robertson and Burrawang material faces longer transport distances, which is one of the reasons on-site reuse of clean concrete rubble is economically sensible in these more remote locations.
Steel Rebar Waste
Every concrete pool contains steel reinforcing bars (rebar) that become exposed during shell demolition. This steel is:
- Valuable as scrap metal. Steel rebar is recyclable. Scrap metal dealers purchase clean steel rebar by weight. Your contractor typically bundles rebar separately, and it’s taken to a scrap metal recycler rather than to landfill. This may offset a small portion of disposal costs.
- Must be fully removed from the backfill. Rebar left in backfill corrodes over time, creating voids as the metal volume decreases. All rebar must be extracted from the demolition rubble before backfill is placed.
Fibreglass Pool Waste
Fibreglass is a composite material, glass fibre reinforcement embedded in a resin matrix (typically polyester or vinyl ester). It cannot be recycled in any mainstream recycling stream. As of the time of writing, there is no commercially viable fibreglass recycling program operating in NSW at scale.
What this means practically:
- All fibreglass shell material goes to licensed landfill as general C&D waste
- The material is bulky and light, a large fibreglass pool shell may not weigh much but takes significant space in a truck
- Shells are often cut into sections to reduce truck space requirements
- NSW EPA regulations require all C&D waste to be disposed of at licensed facilities
Licensed disposal requirement. Under the Protection of the Environment Operations Act 1997 (NSW), it is an offence to unlawfully transport or dispose of waste. Pool waste must go to a licensed waste facility, not to a paddock, not to a farm dam, not to an informal tip. Ask your contractor to provide disposal dockets (weight receipts from the receiving facility) as proof of licensed disposal.
Above-Ground Pool Waste: Mixed Material Stream
Above-ground steel-frame pools produce a mixed waste stream:
- Galvanised steel panels and frame: Recyclable as scrap metal at scrap metal dealers
- Vinyl liner: Generally not recyclable, goes to general waste/landfill as contaminated waste (if pool chemicals have been present)
- Foam or sand base: General waste
- Plastic components (fittings, skimmers, ladders): Mixed plastic recycling if clean; general waste if contaminated
- Pool filter, pump, chlorinator: If in working condition, sellable secondhand; if not, goes to e-waste or general waste as applicable
Above-ground fibreglass shells (a separate category from steel-frame pools) are disposed of in the same way as in-ground fibreglass, licensed landfill.
Your Compliance Documentation
As part of your pool removal, you should receive (or request) the following waste-related documentation:
- Disposal dockets from the licensed waste facility showing the type and weight of material received. These confirm the waste was properly managed.
- Receipts from any material reused on-site, your certifier may ask you to confirm what material was reused and where.
- Any contamination assessment if asbestos or chemical contamination was suspected or confirmed.
These documents should be filed with your CDC/DA approval and compliance certificate as part of the complete project record.
FAQs
Can I take the pool concrete to my farm or rural property as fill?
If the concrete is clean (no asbestos, no lead paint, no chemical contamination) and the farm is your own property, using crushed clean concrete as fill material on your own rural land is generally permissible under the EPA’s resource recovery framework. However, using it to fill a dam, watercourse or environmentally sensitive area is not permitted. If in doubt, check with your EPA regional office.
How many truck loads does a typical pool removal generate?
A typical 8m x 4m concrete pool generates approximately three to five tipper truck loads of material, a mix of crushed concrete (partially used on-site as fill), removed rubble, pool fencing, equipment and incidental waste. A fibreglass pool generates one to two truck loads. Above-ground pools typically one load or less.
Does my contractor have to tell me where the waste goes?
There is no specific legal requirement to disclose disposal locations to the property owner, but you should ask. A reputable contractor will readily provide disposal docket information confirming licensed disposal. Reluctance to confirm disposal location is a red flag, unlicensed dumping (which would expose you to potential liability as the waste generator) does occur in some parts of the industry.
Is there an environmental fee on pool waste disposal?
NSW levies a waste levy on waste disposed of at licensed landfills in the Greater Sydney region (including areas served by Wollongong area facilities). This levy is built into tipping fees. The levy rate varies by waste type and year. This fee is typically included in contractor quotes rather than itemised separately, but it does contribute to disposal costs.
